Paula Garnero presented the Roadmap for the Strategic Adoption of AI in Argentina’s Provinces at the Federal Investment Council (CFI), a document that we have been developing together with the CFI technical team through sustained and collaborative work across the country.
The presentation took place during a virtual meeting attended by provincial authorities from across Argentina, enabling a highly valuable exchange on global trends in the AI agenda, the opportunities that this technology creates for the country’s main value chains, and the challenges involved in advancing AI adoption at the territorial level.
The purpose of the Roadmap is to provide a methodological framework and a practical guide for provinces to incorporate AI into their productive systems, strengthening institutional capacities and promoting responsible, ethical, and development-oriented adoption that is inclusive and sustainable. It also aims to organize and coordinate efforts by aligning sectoral priorities with technological opportunities, while fostering innovation and supporting the creation of startups and data-driven solutions.
What kind of development do we want to promote through AI?
In a context increasingly shaped by algorithmic systems, the key question is no longer simply how to adopt AI, but rather for what purpose, under what rules, and in whose service.
The process begins with the definition of a guiding vision that sets the provincial direction and reflects the productive, inclusive, and sustainable development model to be promoted. The roadmap then recommends a series of actions organized into five phases:
🔹 1. Diagnosis and Prioritization
Identification of productive challenges and opportunities, selection of key sectors, and assessment of risks and technological alternatives.
🔹 2. Mapping Available Capabilities and Resources
Assessment of provincial capacities across five dimensions: data, digital infrastructure, human capital, the science and technology ecosystem, and institutional capabilities.
🔹 3. Creating Enabling Conditions
Development of connectivity, data governance, education and digital literacy, strengthening of the innovation ecosystem, and enhancement of institutional capacities.
🔹 4. Pilot Implementation in Strategic Sectors
Design of pilot projects in priority sectors, testing at a limited scale, and impact assessment.
🔹 5. Scaling and Expansion
Provincial dissemination through incentives, sustainable financing, interjurisdictional cooperation, and consolidation of lessons learned.
