Mapping and Characterization of the Triple-Impact Economic Innovation Ecosystem in Countries and Regions of Latin America

Executive Summary

Insight·LAC participated in the development of the study “Mapping and Characterization of the Triple-Impact Economic Innovation Ecosystem in Countries and Regions of Latin America,” prepared for Uruguay’s National Agency for Research and Innovation (ANII), with support from Canada’s International Development Research Centre (IDRC) and Sistema B Uruguay. The publication analyzes the dynamics, capabilities, and challenges of triple-impact innovation ecosystems in Latin America, understood as networks of public, private, academic, and civil society actors that promote solutions with positive economic, social, and environmental impact.

The study presents a comparative analysis of five regional ecosystems: Córdoba (Argentina), Chile, and Monterrey (Mexico), considered consolidated ecosystems, and Costa Rica and the State of Rio de Janeiro (Brazil), identified as emerging ecosystems with high development potential. Using a mixed qualitative and quantitative methodology, the report examines public policies, key stakeholders, scientific and technological capacities, governance mechanisms, gender gaps, and public-private collaboration dynamics that explain the different levels of maturity across these ecosystems.

The research identifies critical factors for strengthening triple-impact innovation ecosystems, including collaborative governance, institutional continuity, financing, technology transfer, capacity building, social inclusion, and a gender perspective. It also proposes a strategic Roadmap aimed at enhancing regional capabilities, fostering cooperation among stakeholders, and consolidating more inclusive, sustainable, and knowledge-based development models.

Through this work, Insight·LAC contributed expertise in applied research, regional comparative analysis, productive innovation, sustainable development, and public policy, helping to generate strategic evidence to strengthen triple-impact economic innovation ecosystems across Latin America.
